The author points out that the plan has all necessary requisites of an organization consistent with the military model of Command and Control. Interagency arrangements and the terrorist threat are addressed in detail. In an annex the article provides assessment of all major hazards faced by the City of San Antonio.</style></abstract></record></records></xml>
