Some of the threats go beyond the traditional concepts and can be used for hybrid warfare. The authors seek an answer to the question what are the challenges, posed by the hybrid threats, and to identify possibilities for building institutional capabilities for countering such threats. The emphasis is placed on comprehensiveness, resilience, inter-agency and international operation.
