The research is presently further developed within the framework of a NATO Science for Peace Project SFP-981149 for building new capabilities in Decision Making Support for the Bulgarian Security Sector. The main goal of this article is to assess the status and prospects ahead of the system for protection of population and critical infrastructure. The fundamental principles of the Concept for Civil Security of the Republic of Bulgaria have been formulated within the context of the establishment of an integrated security sector. An institutionalized civil security system is considered “the third pillar” of the security sector in Bulgaria. Three main alternatives for development of civil security system are put forward. The first alternative is a result of a narrow interpretation and application of the newly adopted Crisis Management Act. The second alternative offers a broader interpretation and application of the Crisis Management Act. This alternative envisages maximum interdepartmental coordination – “a quasi ministry, whereas a ministry is not actually established.” The third alternative envisages the establishment of a new Ministry of Civil Security. The modules integrate advanced, commercially available technologies, and may serve as a pool of building blocks in the creation of advanced C4 systems for a variety of multinational, multi-agency operations, e.g. peacekeeping, stabilization operations, post-conflict reconstruction, disaster relief, humanitarian operations, etc. The authors argue that when this concept is combined with a smart approach towards development and management of a common architecture of the operation, it leads to cost-effective solutions to a number of interoperability, security and information sharing issues in coalition and emergency operations.</style></abstract></record><record><source-app name="Biblio" size="100%">eng</style></language><abstract><style face="normal" font="default" size="100%">The article describes an ongoing effort in developing and demonstrating the capabilities of commercial-off-the-shelf technologies, integrated to provide cost-effective on-site command and control of various emergencies. The author briefly presents major operational, system, and technical architecture issues, as well as the approach chosen to deal with the problem of information assurance. The proposed C2 architecture may be easily scaled to better fit requirements of a particular customer. It has been tested in laboratory environment and highly acclaimed at technical exhibitions. The concept will be further tested during an international disaster relief exercise, to be conducted in the summer of 2003 in Bulgaria under the coordination of the State Agency for Civil Protection of the Republic of Bulgaria.</style></abstract></record></records></xml>
