They have transitioned from monitoring ceasefires in interstate conflicts to supporting the implementation of comprehensive peace agreements. Some peace operations are now involved in stabilization and increasingly in the protection of civilians. Others are operating in areas experiencing violent extremism, terrorism, transnational organized crime, and violent intrastate conflict largely involving non-state armed groups. These changes, coupled with transformations in the global order, call for adaptation and resilience of peace operations to ensure that they are “fit for purpose” to meet present and future security needs. Central to this adaptation and resilience are the ‘tools,’ ‘technologies’ and ‘equipment’ peacekeepers employ. This article looks into the resilience of peace operations from a technological and innovation angle, examining how technology can/is enhancing the resilience of peace operations and how peace operations are adopting and leveraging new technologies to implement their evolving mandates and adapt to changing conflict dynamics. Actors in peace operations and their national technological capabilities (or lack thereof) strengthen or undermine the collective resilience of the wider peace operations’ architecture. The European Security Strategy (ESS), the Internal Security Strategy (ISS) and the Re¬port on the Implementation of the ESS identified emerging key threats. Both strat¬egy and capability developments—for cyber, energy security, maritime security, space, CBRN, etc.—will require consistent effort and new approaches. The roles Europe could assume as a global security provider will determine Europe’s future. For each theme they were asked to estimate significance and interrelation of trends, thus allowing the research team to identify centres of gravity within each theme. Then they estimated the pairwise linkage of trends from the two themes. The study resulted in identification of key linkages among trends, to be further explored in the analysis of respective contexts, mission roles, and security research scenarios. For each FOCUS theme,  and for each scenario found in project reports, changes from the current situation have been analyzed and their impacts for different industries and activity sectors have been assessed. Trends have been grouped by industry/activity in each theme and those with significant ground in each scenario have been selected. According to scenario analysis, public services, ICT and technology, and critical infrastructure sectors are those which are more impacted by detected security trends from the scenarios analyzed. Specifically ICT has some cross cutting trends impacting in more than one theme, like information integration; intelligent knowledge based monitoring of new social media and other open information sources, information management and common situational pictures. Natural disasters, global environmental change and comprehensive approach are the most impacted FOCUS themes by future industry security trends. It examines the origins of contemporary civil-military interaction, the modalities of civil-military interaction in current EU policies and an approach to exploring the civil-military dimension of future EU roles in the implementation of the comprehensive approach. The report concludes that future security roles of the European Union will require ever closer interaction between civilian and military instruments to guarantee the coordination and cooperation of those involved in operations at national and international levels. With time, the interaction between civilians and military moved forward from coordination on an adhoc basis to a structured EU-wide process of development of military and civilian capabilities.
