<p>The Chief of Staff of the Bulgarian Armed Forces outlines the characteristics of the environment for the military reform with particular emphasis on the changes resulting from the information revolution. Specific influences of IT developments on the conditions for the functioning of the armed forces are analyzed. General Mihov examines the changes in the ways and the means of waging war at the dawn of the Twenty-First century. The focus of his examination is on the strategic and the operational levels of war. Major tasks for the preparation of the Bulgarian military to function effectively in the information society are outlined.</p>
