Based on a model of strategy development, known as Bartlett model, the lecture examines the interrelations among key variables and factors in defence policy making and planning. It compares defence and force planning to operations planning and provides details on ten main alternative approaches to defence planning, in a comparative perspective. The lecture briefly discusses their applicability in light of Bulgaria’s experience.
