The formation of an Army of Europe has been discussed almost since the end of World War II, but has yet to be realized. After reading through the numerous and varied proposals over the past sixty years, the observer invariably arrives at the conclusion that all concerned parties agree: the European Union (EU) should have its own military. The Union today, taken as a whole, is an economic and cultural superpower.

Managing Change in Complex Organizations. The Challenges of Transformation

The lecture informs on the main approaches, principles, and phases of change management, the implementation of respective plans under the impact of social and cultural factors. It discusses the waves of thinking on change in defence after the Cold war, with focus on defence transformation, smart defence, and the concept of Intelligent Complex Adaptive Systems.

Defence Policy and Management

This lecture presents the scope and the content of a defence policy, the main variables and their interrelations. The national defence policy is devised in the context of allied defence policies, the national security policy, other public policies and the respective allocation of public resources. The terms “management” and “security strategy” are also examined briefly in their relation to the formulation of defence policies. At this point the lecture notes are available in Bulgarian only. Some key references are freely available online, in English.
